IRS Needs AR-15′s For “Standoff Capabilities”?

The IRS, which primarily acts as an audit agency, refuses to answer why its agents need AR-15s for “standoff capability.”

In May, U.S. Congressman Jeff Duncan (R-SC) was getting a lot of questions about ammo shortages and government agencies stockpiling guns and ammo. He wanted to know why IRS agents were buying ammo in large quantities and wanted to see the ammo supply himself.  He went to the Federal Law Enforcement Training Center (FLETC) in Maryland where he witnessed 8 or 9 IRS agents using AR-15s at an indoor 100 yard firing range.

Duncan questioned why IRS agents needed to be trained with AR-15 military rifles with 30 round magazines for “standoff capability” and why the IRS couldn’t use agencies like the U.S. Marshals to assist them when needed.

BenSwann.com asked Duncan if the IRS offered him any new information regarding his investigation.

“The IRS has not been cooperative. My committee doesn’t have direct oversight over the IRS so I’ve been trying to build support for an investigation. The IRS has not shown me any information on why they need to train with AR-15′s,” Duncan said.

The IRS is not the only federal agency stocking up tactical weapons and training for paramilitary raids.

In 2011, the Department of Education’s SWAT team raided Kenneth Wright’s home because of a search warrant regarding his ex-wife (who no longer lived at the home).* At 6am, SWAT broke through the door and dragged Wright by the neck to his front lawn and held him and his children at gun point. According to the Washington Post, right after the federal government took over the student aid program, the Department of Education began to acquire tactical weapons like Remington’s 870 police 12-gauge shotgun.

Agencies like the Department of Education, the Social Security Administration, the Environmental Protection Agency, and the Internal Revenue Service continue to purchase large amounts of tactical weapons and ammunition to build up their law enforcement divisions.

Steve Hoffman, the Southeast Regional Director for the Republican Liberty Caucus (RLC) told BenSwann.com his thoughts on IRS agents training with AR-15s.

“This just as bad as the Dept. of Education actually having agents who are on armed and trained with AR-15s. Both are symptoms of a federal government that is out of control and whose powers have grown well beyond those outlined in Article 1, Section 8 of the Constitution,”Hoffman said.

Congressman Duncan agrees.

When asked if the Department of Education should have a law enforcement division or SWAT team to investigate Americans regarding their student loans Duncan said,

“Absolutely not, that’s the whole concern with the IRS. Do they need a SWAT team to make sure you’ve paid your taxes?”

Duncan wants answers. He is investigating why the IRS and the Department of Education needs to have their own law enforcement division, and why they need tactical and paramilitary training at the FLETC. He expects to find more answers at his next subcommittee hearing.

 

*The U.S. Department of Education’s spokesman Justin Hamilton would not say specifically why the raid took place except that it was part of an ongoing criminal investigation.

    This needs to be corrected or amended – the article under the video linked specifically states that the raid was unconnected to the defaulted student loan payments.

      That should be corrected for accuracy, good catch.

      However the correction does not in any way change the point of the article, or the facts of the problem being stated.
      The Dept. of Education, which is a Federal agency, and the IRS both have a SWAT team(s) and/or tactical capabilities of their own, even though they rarely deal with violent individuals. This is a new development in that previously Investigative divisions of NON-Law-Enforcement Federal agencies would rely on local/state/federal Law-Enforcement agencies to fill their rare need for dealing with violent individuals, especially if their primary investigative focus is on NON-Violent “white collar crime”.

      At the State level there are numerous agencies that regularly deal with or focus on Violent crimes that deal with known or potentially violent individuals or groups. For instance Social Workers that Investigate serious Child Abuse (Sex Abuse, Dead Infants, Meth Lab Exposure) etc.. Arrangements are different from state to state and sometimes within the same state but no state has it’s own SWAT Team or tactical capabilities. In the worst case they are not even permitted to carry pepper spray and rarely if ever see a LEO (Law Enforcement Officer) unless there is an additional crime that normally handled by LEOs. In the best case the Investigators have LEOs from a local agency (normally County Sheriffs or State Law Enforcement Agencies) that normally accompany them on any encounters with known or potentially violent individuals.

      Dismissing any conspiracy theories and assuming this is nothing more than standard Federal Government mismanagement and lack of restraint for taxing and spending other people’s assets this is still very disturbing. First, that the agencies now have violent capabilities of their own instead of having to rely on a separate agency to provide violent capabilities removes a very big check on the Federal Government using Violence unnecessarily. Second, all of these independent and less accountable near-military forces have actually been funded with the people’s assets without their knowledge or consent. Finally, the shear financial waste in organizing any Company or Government in this manner generally results in bankruptcy or drastic changes in methods and management.

        You can buy an AK47 easily. The different is semi or fully automatic. Fully automatic firearms require a class 3 license, and yes civilians have class 3 licenses. I think most people are under informed about firearms.

            You can get them almost anywhere. They’re nearly as popular as the AR-15 and there are many more of them available worldwide. Realize we’re talking about the semi auto, not full auto, for both the AR and AK.

            You don’t need anything special to buy one. You only need a class 3 if you want to own fully automatic and other exotic firearms. I’m not familiar with the process of getting a class 3 license.

            I looked it up. You have to have a Federal Firearms Permit to sell guns and a brick and mortar store in order to even apply for Class 3 permit.

            AK47 is the Kalashnikov platform, and the 7.62 is like a .308 deer rifle. Much better for hunting deer than a 5.56 (or .223). However, in semi-auto it’s available anywhere the same as any other semi-auto rifle.
            That same Kalashnikov platform can also come chambered in 5.56 (.223, not exactly the same, but close). The difference between the AR platform and AK, is how they operate. Also, a .223 is slightly different than a 5.56 NATO round. Feel free to shoot .223 in a gun chambered in 5.56 but exercise caution in shooting 5.56 in a gun specifically chambered for .223.
            Any of them, if built as semi-auto are perfectly legal. The AK-47 is a rugged and potent deer rifle and many use them as such.

        An AR 15 is 5.56mm and an AK 47 is 7.62mm.. there is a VERY big difference.

        Actually most AK-47 shoot 7.62×39mm shells, while AR-15′s shoot .223. You can get and I do have an AK that will shoot a .223. Supposedly the .223 is more accurate, while the AK can do more damage but isn’t as accurate. That’s a rough description and there are other differences that I won’t get into here.

    Each and every federal agency and department maintains a small force of federal criminal investigators, given the constitutionally mandated duty to pursue felonious violators of tax sponsored programs and contracts. The IRS is one such agency. Because the IRS’s federal mandate is to specifically address tax evasion, they face a particularly challenging population of criminal subjects. Drug dealers, international criminals, human traffickers, violent criminals….these are the people who may find themselves the subject of IRS investigations. Guess what folks….these are the type of people who DO NOT go willingly. Federal agents are required to maintain proficiency in the use of firearms so they can RESPONSIBLY use them. The only reason FLETC maintains such a large amount of ammunition is because it is a centralized training facility for federal and some local law enforcement agencies.

    The IRS cannot necessarily request assistance from the US Marshals in every instance because there is a thing called investigative nexus: agencies can only participate in matters affecting their unique mandate. For example, you would not expect the DEA to show up just to help out investigators from the IRS…unless there was an articulated reason related to drug crimes. Similarly, state agencies cannot typically assist due to federal court procedures.

    Any member of Congress should be well acquainted with the Inspector General Act, which largely provides most federal agencies with their unique and independent law enforcement mission. This independence was established NOT out of nefarious reasons, but to avoid political bias. Several congressional members, from both parties, have found themselves the subject of public corruption investigations through the hard and honest work of individuals in these Offices Inspector General. To make issue with the standard training of federal agents is either plain ignorance or political theatre.

    Simply put….do your research people. SWAT is a unique skill-set that does not apply to the level most federal agents attain. Armed federal agents enforce the law with far fewer incidents of corruption and use of force (i.e shootings) than state and local law enforcement. They are training to make sure they go home to the same type of family you do.

      The IRS can request assistance in every instance because that is part of what they do. You do YOUR research. The DEA helping the IRS has nothing to do with US Marshalls mandate and it was pointless even bringing it up.

      The I.R.S. is a fraud, the 16th amendment has never been ratified, which is probably why there has never been a copy shown in court, or to congress lately. President Wilson said after creating the I.R.S. and the Federal reserve Bank “What have I done?       A couple of things…first, the IRS is coercive enough, and now it is under investigation for targeting, abuse, and misappropriation of funds. That tyrannical agency has no business with any weapons whatsoever, and Congress needs to skip the investigation into why they have weapons, disarm them, and cut their budget by 75% to remind them who they work for.
      Second, failing to file and pay taxes is not a violent act in and of itself, and the IRS has developed a penchant for raiding nonviolent, otherwise law-abiding citizens at gunpoint. Google “IRS raids guitar store”, and then simply “IRS raids”. They are using excessive force.
      All of those crimes you mentioned can be handled by the appropriate level of law enforcement with the appropriate amount of force necessary for apprehension, if law enforcement even knows what that means anymore. I am convinced that with very few exceptions, they do not.
      You sound like Elliot Ness talking about Al Capone. I remember the movie “The Untouchables”, too. That was a long time ago and this was a different country then. The government is too big, and so are all aspects and levels of law enforcement, without justification. If we don’t figure out how to stop it and then stop it, we will soon be in trouble. Too many people have already found that out the hard way.

      What agency would you suggest to investigate it? What group of federal politicians?? I hear you but the problem is a sonambulent public, who have been so busy with their football and pretzels and beer to pay attention to what has gone on and now they are whining “It’s not fair.” that is to blame for where we are at. What is not fair is that the voting age is no longer twenty-one, children have no business voting. In days of yore the Feds made sure illiterate people could vote, so they could deceive said voters. Maybe we should go to making sure people are aware of civics, and administer a literacy and basic logic test before allowing people to vote. Voter identification being mandatory needs to be law. No more computerized voting. All these would have stopped us from being where we are today. Prosperity causes lethargy, and apathy; so does generational welfare.

    At the end of this short clip Sherry Peel Jackson, former IRS agent explains that she no longer files a 1040 and that 67,000,000 Americans no longer file either.
    That was in 2006 and the number of people who refuse to file has continued to grow. The number was 34,000,000 in 1976 and is upward of 67,000,000 today.
    I guess the question is: “If these decorated IRS agents and over 67,000,000 of your fellow Americans refuse to file, why are you filing”???

Disarm the F.B.I. except for task forces with warrants, they were armed to fight gangsters during prohibition.         There’s an interesting book out by a guy named Balko called “Rise of the Warrior Cop”. There are others, but this is the one I’ve read on this subject. Also the Ron Paul Institute website has an article about it if you want the short version. You can also talk to your local police and see if they’ll tell you all the goodies they’ve gotten from DHS and DOD. I’m pretty sure that the Freedom of Information Act requires that they disclose that information to you. Concord, NH, just got an APC and justified it by calling the Free Staters and others with similar political leanings “terrorists”. There’s a letter on their website demanding an apology. Militarization of local police has been going on for a very long time, and now it’s insane. I highly recommend Balko’s book.

    Jeff, if you cannot find out why, then We The People demand that whoever has oversight come up some straight answers. And unless these armed IRS agents are under direct orders from the county sheriff, then don’t they pretty much amount to terrorists, since the constitution specifically outlaws standing armies? The militia, on the other hand is entirely legal.

    This talk of constitutionality needs to end right here, as the context is improper. What part of the constitution allows the Feds to reach out and touch you in a state of the union. Hint: it isn’t territorial. In 1864 & 1871, the term “state” was redefined and henceforth refers to the District of Columbia and the 19 other federal territories. IAW 5 USC 552a A13, a recipient of ANY government retirement program, survivors and deferred included, is considered “federal personnel.” The jurisdiction, folks, is personal. All of you with social security numbers are legally defined as legal residents of the District of Columbia. Last I checked, the Supremes have ruled time and again, that the constitution does not apply in federal territories.

    it’s simply the federal governments answer to the public’s gun/ ammo buying surge.

    the public is buying up guns and ammo because they don’t trust the government, the government is buying up guns and ammo because it doesn’t trust the public. it’s not rocket science to see that this isnt going to end well. it will all come to a head when the public figures out that elected leaders cant stop it, it wouldnt surprise me that even if congress attempts to withhold funding for some of these programs, they will be circumvented for the greater cause of continuity of government. stay tuned folks, Im sure the department of education and the IRS isnt the last of it.

    Neither of those agencies should have their own “Law enforcement” divisions. They are (or at least should be) strictly administrative agencies. If for some reason they do need armed law enforcement they just need to contact the appropriate one and ask for assistance. That is what we have other federal as well as state, county and local law enforcement for. Those people are already on the job and are trained. QUESTION: Just how many raids do the law enforcement divisions for the IRS and DOE make in a year? How much is being paid to staff and maintain those divisions? Do the math! Sounds to me like a bunch of big boys, playing with big toys, who just sit around collecting a paycheck from us and waiting for those 5 or 6 times per year that they get to do something besides shoot thousands of dollars of ammo at paper targets

    The constitution says you can’t be jailed for debt. However you can be raided and gun down in an aggressive raid dogs shot your life taken maybe your family., and 1 in 5 end up in your home when it was your neighbor as the target , this is what a police state looks like,, martial law when all the gov.,agencies are armed with tactical swat teams . Loose your job fall on hard times ? Better think about hiding out., oh wait… OBUMMACARE care provides for a class 11 chip ! Ha looks like you won’t get far.     I would highly recommend that states pass laws that make it a crime with punishment of up to 30 years in jail for any federal agency which enters their states armed. States have their own Guard Units and therefore do not need federal military assistance. If, the federal agencies are not alloweed to cross into states armed, then they can only harass people in DC.
